This means that common Import Transaction Certificate (ITC) documents cannot be used anymore from 19th October 2017 onwards. Further to this, it is important that the importer can be the initiator for requesting a COI instead of the exporter. The COI aims for 100% digital documentation, faster import procedures, reduction of administrative burden and to improve traceability and fraud prevention. To facilitate this change, a 6 month transition period (beginning 19th April and ends at 19th October 2017) has been put in place, during which both paper and e-certification will be used.
